[ARCHIVED] CRA Announces First Redevelopment Initiative in West City

Newsflash (6)

Community Redevelopment Agency (CRA) introduces the first redevelopment initiative in the West City Community Redevelopment Area (WCCRA)

The City of St. Augustine Community Redevelopment Agency (CRA) is pleased to announce the launch of its first redevelopment initiative in the West City Community Redevelopment Area (WCCRA) since its establishment on April 22, 2024. The Revive & Restore Residential Repair Grant Program is designed to assist income-qualified, owner-occupied households in the West City community by providing grant funding of up to $25,000 for essential health and safety repairs. The program is intended to support residents that may face more financial obligations than resources. The program is also designed to benefit long-term residents living in the West City community who may be experiencing challenges related to the increase in property taxes which may be directly related to the significant presence of urban renewal or demographic changes.

One of the key strategic goals identified in the WCCRA Redevelopment Plan is to “foster a stable housing stock through the establishment of a residential rehabilitation and repair program”. The Revive & Restore Program is modeled after the Fix-It Up Residential Repair grant program, which was established in 2013, and is thriving in the Lincolnville Community Redevelopment Area (LCRA).

Once an application is approved, CRA staff will initiate a residential inspection to review the scope of work and approve the proposed materials for the repair.  Upon completion of repair work, CRA staff will conduct a final inspection and signoff on the completed repair work. Construction services will be provided by a qualified contractor selected by City of St. Augustine/CRA staff. Due to limited funding availability, qualified applicants may be placed on a waiting list.

Award recipients are not required to make any payments toward the grant award;  however, grant awards of $10,000 to $25,000 will require a ten (10) year lien. If the homeowner sells, refinances, or transfers title during that period, only the amortized grant amount will be required to be repaid. Grant awards of less than $10,000 will not require a lien.
